Amends title XIX (Medicaid) of the Social Security Act to provide for Medicaid coverage of services furnished by certified nurse practitioners and clinical nurse specialists which are authorized under State law to be performed by such a nurse, regardless of whether or not such services are performed under the supervision of a physician or other health care provider.

Defines "clinical nurse specialist" as an individual who: (1) is a registered nurse licensed to practice nursing in the State in which the individual furnishes services; and (2) has a master's degree in a clinical area of nursing from an accredited institution.
