Electronic Anti-Stalking Act of 1995 - Amends the Communications Act of 1934 to define "telephone" and "telephone call" to include communications by means of computer modem or any other two-way wire or radio telecommunications device for purposes of the prohibition on obscene or harassing telephone calls in the District of Columbia or in interstate or foreign communications.
