Directs the Secretary of Veterans Affairs to pay to a State a $150 plot allowance in the case of each veteran who is eligible for burial in a national cemetery but is buried in a State veterans' cemetery.

Increases from 50 to 65 percent of the total value of land dedicated to State cemetery purposes the amount authorized for grants to States for aid in establishing, expanding, or improving State cemeteries.
