Marine Mammal Public Display Reform Act of 1993 - Amends the Marine Mammal Protection Act of 1972 to prohibit issuance of a permit for the taking of any marine mammal in the waters of a State for public display if: (1) issuance of the permit would be inconsistent with State law; and (2) the Governor of such State submits to the Secretary of the department in which the National Oceanic and Atmospheric Administration is operating and the Secretary of the Interior notice of disapproval of the issuance of such permit.
