Federal Service Priority Placement Program Act of 1994 - Instructs the Director of the Office of Personnel Management to establish a Government-wide demonstration program to facilitate placement in other Federal agencies for Federal employees scheduled to be separated from service under an agency reduction in force. Excludes from coverage of this Act the General Accounting Office.

Prescribes guidelines for an interagency placement program for such employees.
