Immigration Enforcement Act of 1994 - Increases: (1) Border Patrol personnel and funding levels; and (2) personnel levels for the Immigration and Naturalization Service antismuggling program.

Amends the Immigration and Nationality Act to direct the Attorney General to provide cultural awareness training for Border Patrol personnel. Authorizes appropriations.
