Amends the Surface Mining Control and Reclamation Act of 1977 to prohibit the establishment of a limitation on the amounts available to any one State for emergency reclamation projects.

Appropriates funds from the Abandoned Mine Reclamation Fund for the emergency restoration and reclamation program with respect to abandoned mines.
