Universal Health Care for Oregonians Act of 1993 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to exempt from preemption under ERISA certain provisions of law of the State of Oregon relating to the Oregon Health Plan.

Sets forth circumstances for applicability to the State of Oregon of any future Federal health reform legislation.
