Prohibits the payment of: (1) direct Federal financial or social insurance benefits to illegal aliens; or (2) unemployment benefits to aliens without employment authorization.

Requires the head of each Federal agency which provides such benefits to: (1) use immigration status verification systems; and (2) notify the Immigration and Naturalization Service regarding applications for such benefits by illegal aliens.
