Amends the Federal Water Pollution Control Act to require the Administrator of the Environmental Protection Agency or a State, in issuing permits for discharges from municipal storm sewers, to consider the ability of the applicant to pay to meet permit requirements and the environmental impact of the issuance of the permit at the site of the discharge.
