Ballast Water Control Act - Directs the Secretary of Transportation to study ballast water technologies that prevent aquatic nonindigenous species from being introduced and spread through ballast water in the Great Lakes and other U.S. waters. Requires the Secretary, based on such study, to identify technologies and practices for a ballast water management demonstration program to prevent such introduction and spread of aquatic nonindigenous species. Requires the retrofitting of vessels with such technologies to be performed in U.S. shipyards.

Authorizes appropriations.
