Coastal Cities Clean Water Initiative of 1993 - Amends the Federal Water Pollution Control Act to require the Administrator of the Environmental Protection Agency to make grants to New York, New York, Los Angeles and San Diego, California, the county sanitation district of Los Angeles County, California, the municipality of metropolitan Seattle, Washington, and the Massachusetts Water Resources Authority for constructing wastewater treatment works.

Limits the Federal share of a project to 75 percent of total costs. Bars the use of funds appropriated to carry out this Act to expand the capacity of the North River Waste Water Treatment Plant located in New York, New York.

Authorizes appropriations.
