Disability Rights in American Foreign Policy Act of 1993 - Declares that it is the purpose of this Act to promote recognition of the human rights of people with disabilities and the elimination of discrimination against such people.

Amends the Foreign Assistance Act of 1961 to include within the Secretary of State's annual human rights report an examination of discrimination toward people with disabilities in foreign countries which are members of the United Nations.
