Plain-English summary
Amends the Public Buildings Act of 1959 to require the Office of Management and Budget and the Congressional Budget Office to score any contract entered into by the Administrator of General Services under the Act to purchase, lease-purchase, or lease any building and its site in the same manner as if the contract were entered into on September 30, 1990, for purposes of the Balanced Budget and Emergency Deficit Control Act of 1985, the Congressional Budget Act of 1974, the Budget Enforcement Act of 1990, and scorekeeping guidelines. Authorizes the Administrator to enter into such contracts for periods of not to exceed 30 years.
