Elementary School Counseling Demonstration Act - Establishes an elementary school counseling demonstration grant program.

Authorizes appropriations.

Authorizes the Secretary of Education to make such grants to local education agencies (LEAs). Requires LEAs to notify their State education agencies before applying for such grants. Sets certain priorities for grant awards.

Directs the Secretary to establish an Office of Pupil Services in the Department of Education. Requires the Director of such Office to compile LEA evaluations of programs under this Act. Directs the Secretary to issue a research and evaluation report.
