Winter Run Chinook Salmon Captive Broodstock Act of 1993 - Directs the Secretary of the Interior to conduct a salmon captive broodstock program consisting of the development and implementation of a specified plan submitted to the National Marine Fisheries Service on April 24, 1992.

Prohibits the Secretary from implementing this Act unless not less than 20 percent of amounts necessary to conduct the program are provided by non-Federal sources.

Authorizes appropriations.
