Amends the Solid Waste Disposal Act to require all Federal agencies to use printing and writing paper containing at least ten percent postconsumer material.

Authorizes Federal agencies that are in compliance with such requirement to use any monies received from the sale of materials collected for recycling for activities within their legal authority.
