Amends the Illinois and Michigan Canal National Heritage Corridor Act of 1984 to authorize appropriations for the Secretary of the Interior to provide funds, pursuant to a cooperative agreement with the Secretary, to Illinois, a political subdivision of Illinois, or any person to assist in the development of capital improvement projects necessary or appropriate to implement the plan under such Act. Prohibits the funds from being used to cover more than 50 percent of the aggregate costs of such projects. Requires the remaining share of such costs to be funded with non-Federal moneys.

Extends: (1) the boundaries of the Illinois and Michigan Canal National Heritage Corridor; and (2) the Illinois and Michigan Canal National Heritage Corridor Commission to the year 2004.
