Includes service in the U.S. merchant marine between May 26, 1940, and January 1, 1948, as military service for the purpose of determining civil service retirement benefits.

Directs the Office of Personnel Management to: (1) inform eligible individuals of their entitlement to have such service used in determining their civil service retirement benefits; and (2) assist any such individual, upon request, in obtaining any Government information to verify such an entitlement.
