Independence Hall Commemorative Coin Act - Directs the Secretary of the Treasury to issue one-dollar coins emblematic of the shrines of liberty, showing the Liberty Bell on one side and the Independence Hall on the other.

Mandates that surcharges from the sale of coins be distributed equally between the Treasury and the Independence Hall Preservation Fund.
