Resolution Trust Corporation Fair Funding Act of 1993 - Amends the Federal Home Loan Bank Act to authorize additional appropriations for the Resolution Trust Corporation (RTC).
Conditions additional RTC appropriations for FY 1993 and 1994 upon submission by the President of a plan which ensures repayment, by FY 1998, of the appropriated amounts according to prescribed guidelines.
