Expresses the sense of the Congress that: (1) U.S. policy concerning the six counties of the north of Ireland should be consistent with U.S. policy concerning other areas of the world where people are seeking democratic reform and self-determination; and (2) the President should forcefully advocate United Nations diplomatic intervention and involvement in the peacemaking process in such area.
