Applauds the President for maintaining the U.S. nuclear testing moratorium and for taking a leadership role toward negotiation of a comprehensive test ban treaty.

Encourages all nuclear powers to refrain from conducting nuclear explosions prior to conclusion of such a treaty.

Urges the Conference on Disarmanent to make all possible progress toward a comprehensive test ban treaty by the end of 1994.
