Authorizes and urges the President to present a copy of this resolution to Filipino veterans and the Filipino people in Manila on April 9, 1992, during the observance of such anniversary, as an expression of good will and reaffirmation of the continuing regard of the United States and the American people for a lasting Filipino-American friendship.
