Federal Deposit Insurance Fair Assessment Act - Amends the Federal Deposit Insurance Act to: (1) include within the definition of "deposit" non-deposit liabilities; and (2) exclude from such definition obligations to either a Federal Reserve Bank or a Federal Home Loan Bank.
