Official title: To exclude the receipts and disbursements of the Unemployment Trust Fund (and its administrative expenses) from the calculation of discretionary spending limits, deficits, and maximum deficit amounts for purposes of the Balanced Budget and Emergency Deficit Control Act of 1985.
