Elementary School Counseling Demonstration Act - Authorizes appropriations for the Secretary of Education to make demonstration grants to local education agencies to establish effective and innovative elementary school counseling programs that can serve as national models.

Directs the Secretary to establish an Office of School Counseling, headed by a Director, in the Department of Education.
