Amends the Public Health Service Act to require States to submit annually, as a part of their application for a block grant, a Statewide Drug Treatment Plan approved by the Secretary of Health and Human Services.

Requires that a State maintain expenditures for drug abuse related services at a level not less than the average for the preceding two years.
