Impoverished Families Quality Service Act of 1992 - Amends part A (Aid to Families with Dependent Children) (AFDC) of title IV of the Social Security Act (SSA) to: (1) provide for expeditious replacement of lost or stolen AFDC benefit checks; (2) provide for supplemental payment of AFDC benefits for families subject to retrospective budgeting with suddenly reduced income; (3) revise provisions respecting aid to pregnant women; (4) change the period during which families are ineligible for AFDC benefits as a result of excess income; (5) place a limitation on waivers of SSA title IV requirements for certain demonstration projects; and (6) require the Secretary of Health and Human Services to contract with the National Academy of Sciences for the evaluation of the personal conduct of State employees toward AFDC applicants and recipients.
