Riot Reinsurance Act of 1992 - Reauthorizes the program under title XII of the National Housing Act to provide reinsurance through the Federal Emergency Management Agency against property losses resulting from riots or civil disorders. Authorizes appropriations.

Reestablishes the National Insurance Development Program Advisory Board.

Extends program authority for: (1) reinsurance of riot or civil disorder losses; (2) FAIR plans; (3) crime insurance; and (4) claims and judicial review.
