Directs the Secretary of Veterans Affairs to conduct a pilot program at the Philadelphia Department of Veterans Affairs Medical Center in Philadelphia, Pennsylvania, and the Tucson Department of Veterans Affairs Medical Center in Tucson, Arizona, to demonstrate the feasibility of installing telephones for use by patients in Department of Veterans Affairs medical facilities.

Requires the Secretary to report to the Congress on an evaluation of such pilot program.
