Social Security Tax Cut Act of 1991 - Amends the Internal Revenue Code and title II (Old-Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to revise social security tax rates to provide for reduced rates until 2015 and increased rates beginning in 2020.
Increases the OASDI contribution and benefit base on a graduated basis from 1990 to 1996.
