Financial Consumers Association Act of 1992 - Establishes the Financial Consumers Association as a nonprofit corporation which will not be an agency or establishment of the Federal Government. Requires the Association to establish regional offices in each of the Federal Reserve districts. Authorizes appropriations. Outlines the duties of the Association, including: (1) advising consumers on financial service matters; (2) representing consumer interests in financial service matters; and (3) encouraging membership by low- and moderate-income and minority consumers.
