Citizens Restitution Bond Act - Amends Federal law relating to the public debt to direct the Secretary of the Treasury to issue citizen restitution bonds to: (1) make restitution to the American taxpayer; (2) increase national savings; and (3) provide funds to the Resolution Trust Corporation with any surplus dedicated to reducing the national debt. Sets forth implementation guidelines.
