Black Bear Protection Act of 1992 - Directs the Secretary of Commerce under the Export Administration Act of 1979 to prohibit the export of American black bear viscera.
Requires the Secretary of the Interior to report to the Congress on the American black bear viscera trade. Requires the United States Trade Representative to discuss issues involving such trade with countries that are the leading importers of such products.
