Boston Harbor Cleanup Funding Act - Amends the Federal Water Pollution Control Act to direct the Administrator of the Environmental Protection Agency to make grants to the State of Massachusetts for use by the Massachusetts Water Resources Authority for constructing wastewater treatment works for areas served by the Authority. Limits the Federal share of such grants to 75 percent of construction costs.

Authorizes appropriations.
