Lower Salmon River Recreational and Scenic Rivers Act of 1991 - Amends the Wild and Scenic Rivers Act to designate specified segments of the Lower Salmon River, Idaho, as components of the National Wild and Scenic Rivers System.

Makes permanent withdrawals made by the Secretary of the Interior through specified Public Land Orders.

Designates a certain segment of the North Fork Payette River, Idaho, for study as a potential addition to the System
