Melaleuca Control Act of 1991 - Treats melaleuca quinquenervia as a noxious weed for quarantine and control purposes under the Federal Noxious Weed Act.

Directs the Secretary of Agriculture to propose regulations to add melaleuca, the Brazilian pepper, and the Australian pine to the Federal Noxious Weed List.

Directs the Secretary of the Army to construct a research and quarantine facility in Broward County, Florida, to deal with melaleuca and other exotic plants that threaten native Florida ecosystems. Authorizes FY 1993 appropriations.
