Resolution Trust Corporation Reform and Accountability Act of 1991 - Amends the Federal Home Loan Bank Act to direct the Secretary of the Treasury to provide specified additional funding to the Resolution Trust Corporation (RTC).

Suspends RTC funding upon failure to provide certain financial statements.

Limits RTC legal services payments.

Prohibits RTC employment of certain former savings association directors and officers.

Repeals the provision permitting the use of brokered deposits for certain conservatorships.

Directs the General Accounting Office to conduct an RTC privatization study.
