Market Information and Shareholder Protection Act of 1991 - Amends the Securities Exchange Act of 1934 to require owners of significant short positions in equity securities (including institutional investment managers) to make prescribed disclosures with respect to such positions.

Prohibits interdealer quotation systems of registered national securities associations from engaging in specified securities prices manipulation.

Grants issuers of certain registered securities standing to sue any person who violates this Act.
