Low-Income Medicare Beneficiary Notification Act of 1991 - Amends title XVIII (Medicare) of the Social Security Act to require the Secretary of Health and Human Services' annual notice to Medicare beneficiaries to: (1) notify such beneficiaries of the availability of and the requirements to qualify for Medicaid (title XIX of the Act) payment of their premiums, deductibles, and copayments under Medicare; and (2) contain an initial application for such assistance.

Requires participating physicians and hospitals to post conspicuously a notice of the availability of such assistance.

Amends the Medicaid program to State plans to provide for the establishment and operation of a toll-free hotline to provide information on such assistance.
