Gun-Free Public Housing Zones Act of 1991 - Amends the Federal criminal code to prohibit the possession or discharge of a firearm in a public housing zone, with exceptions for security and law enforcement personnel.

Provides for fines of up to $5,000, up to five years' imprisonment (to be served consecutively with regard to any other term imposed), or both for violations of this Act.

Encourages authorities to post signs prohibiting firearms in public housing zones.
