Securities Investors Legal Rights Act of 1991 - Amends the Securities Exchange Act of 1934 to set forth a statute of limitations on any private right of action arising from violations of the Act.

Permits the refiling of specified private civil actions which: (1) were dismissed as time barred subsequent to June 19, 1991; and (2) would have been timely filed under the laws of the applicable jurisdiction and the Securities Exchange Act of 1934.
