Midnight Basketball League Training and Partnership Act - Amends the Cranston-Gonzalez National Affordable Housing Act to direct the Secretary of Housing and Urban Development to make grants to eligible entities to establish midnight basketball league training and partnership programs (including technical assistance) incorporating employment counseling and training and other educational activities for residents of public housing and federally assisted housing.

Directs the Secretary to: (1) establish a related advisory committee; and (2) provide a grant to one eligible entity to carry out a study of such basketball programs' effectiveness.

Authorizes FY 1992 and 1993 appropriations for activities under this Act.
