Coal Field Water Protection and Replacement Act - Amends the Surface Mining Control and Reclamation Act to: (1) modify the requirements relating to water resources protection during coal mining operations; (2) impose criminal penalties upon any representative of a State regulatory authority who fails to implement enforcement duties; (3) include water resources within the purview of requisite performance bonds; and (4) enhance water rights and replacement procedures.

Sets forth the criteria under which a State may assume exclusive regulatory jurisdiction over surface coal mining operations.
