Amends the Higher Education Act of 1965 to direct the Secretary of Education to study and evaluate, through the Office of Educational Research and Improvement, the effectiveness of various programs that guarantee disadvantaged children the financial resources needed to pursue a postsecondary education in exchange for the child's commitment to achieving a satisfactory elementary and secondary education.

Requires dissemination of such study findings through appropriate agencies and organizations, including business associations. Requires an interim and a final report to specified congressional committees.

Authorizes appropriations.
