Cigarette Export Reform Act - Prohibits appropriated funds from being used by any Federal employee or agency to seek through negotiation the removal or reduction of any restrictions imposed by a foreign country on the marketing of its tobacco products.

Requires the inclusion, with regard to any cases that involve unfair trade practices by foreign countries with respect to tobacco products, of representatives of the Department of Health and Human Services in the Trade Policy Staff Committee, the Trade Policy Review Group, and the Economic Policy Council as members of the Section 301 Committee.
