Title X Pregnancy Counseling Act of 1991 - Amends the Public Health Service Act to require recipients of financial assistance under provisions relating to project grants and contracts for family planning services to offer women information on pregnancy management options, defined as nondirective counseling and referrals regarding: (1) prenatal care and delivery; (2) infant care, foster care, and adoption; and (3) termination of pregnancy.
