Energy Efficiency Standards Act of 1991 - Amends the Energy Policy and Conservation Act to direct the Federal Trade Commission (FTC) to prescribe labeling rules for certain fluorescent and incandescent lamps, showerheads, and faucets.

Sets forth efficiency standards for such items, as well as energy performance standards for commercial and industrial electric motors, and heating, ventilating, and air conditioning systems. Authorizes appropriations.

Directs the Secretary of Energy (Secretary) to prescribe testing requirements and energy conservation standards for high-intensity discharge lamps, distribution transformers, certain office equipment, luminaires, and electric motors of less than one horsepower. Requires: (1) the FTC to prescribe labeling requirements for such items; and (2) manufacturers to provide such labels.

Directs the Secretary to establish a program to assist utilities and appliance and equipment manufacturers in the early introduction of high-efficiency appliances and equipment exceeding Federal and State energy efficiency standards. Authorizes appropriations.
