Official title: To amend the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to impose sanctions on any State that does not have, or is in violation of, a capacity assurance plan under that Act, and to amend the Solid Waste Disposal Act to give certain States authority to deny permits for hazardous waste facilities which provide unneeded capacity and to impose restrictions on the interstate transportation of waste.
